unavailable: apr_thread_create: unable to create worker"

*                  from the IBM HTTP Server default value or   *
*                  are seeing the apr_thread_create errors.    *

RHEL6 limits the number of threads that can be created by
default, which can result in IBM HTTP Server thread creation
failures.

Problem conclusion

IBM HTTP Server on Linux will now automatically increase the
limits for the IBM HTTP Server process when MaxClients is
within 100 threads of the limit at startup. It also provides
extended error reporting during apr_thread_create() failures
in the worker MPM to highlight problems with the default stack
size or limits on user processes.

This fix is targeted for IBM HTTP Server fix packs:
 - 7.0.0.33
 - 8.0.0.9
 - 8.5.5.2
