  Problem description:
  
  The Step: CreateEnvironmentProperty requires the ApplicationId
  even if the EnvironmentId is specified, contrary to
  
  what the documentation states.
  
  Steps to reproduce:
  
  1. Create an Application with an Environment and a Component
  2. Determine the EnvironmentId
  3. Create a Component Process with these steps:
  Start > CreateEnvironmentProperty > Stop
  4. In the CreateEnvironmentProperty step:
   - specify the EnvironmenId in the Environment Field
   - leave the Application field empty
  5. Create an Application process that installs the component
  6. Request the Application process on the given Environment
  Results:
