Error description

• When using the IBM ClearCase and IBM Engineering Workflow
  Management(RTC) the CMI integration fails with an error if there
  is a single quote in the task summary. This error is seen when
  the locale is set to "C" or "en_US".
  
  The error message is:
  cleartool: Error: A Change Management provider "RTC" failed to
  run query with an error :
  The server returned an XML response that the client does not
  understand.
  
  WORKAROUND:
  Change the locale to en_US.UTF-8
