PH38883: UNABLE TO SET "NOTIFICATION SCHEME" AS "NONE" FOR THE MANUAL TASK

Error description

• When the "Notification Scheme" is set as "None" for the manual
  task in the component process, on saving the process an alert
  saying "The notification template '' is not available." is
  displayed.
  
  Deployment will also fails.
  
  Expected Result:
  The user should be able to set the "Notification Scheme" as
  "None" for the manual task in the component process.
  
  Steps To Reproduce:
  Create a component and component process.
  Navigate to the "Design" tab and add the manual task step with
  "Notification Scheme" as "None".
  Click on "Save"
  
  Actual Result:
  An alert saying "The notification template '' is not available."
  is displayed
  
  Note:
  There are no errors seen in the agent or server logs.
