• IBM Z Development and Test Environment 13.0.0
  
  When deploying images or managing deployed images,
  attempting to authenticate using certificates results
  in the UI hanging (perpetually rotating circle).
  Using password authentication works fine.
  

Local fix

• Use password authentication instead of certificates.
