PH27920: UCD SERVER INCORRECTLY SHOWS UNLICENSED DESPITE THE LICENSE SERVER HOSTING AN 'IBMUCD_SS_AGENT_Z' LICENSE

Error description

• When the license type is 'IBMUCD_SS_AGENT_Z', UCD server does
  not require any additional license to run deployments.
  Steps to reproduce :
  1.Host 'IBMUCD_SS_AGENT_Z' licenses on a UCD Server.
  2. Start a UCD Server and point to that License Server.
  
  UCD still shows a banner saying server is unlicensed and shows
  unlicensed in system settings also.
  It will not run deployment on UCD z-agent since ucd server is
  not able to understand the license type.
