• Closed as program error.

Error description

• When User1 creates a branch which auto-creates a local-copy
  branch type
  from a global branch type owned by User2,
  then the local-copy is owned by User2 (inherited from the global
  type)
  but the oplog entry generated by the operation records User1 as
  the ownerâ ‹.
  Hence sibling replicas importing the oplog entry get incorrect
  ownership
  information for the local-copy type object.
  

Local fix

• Do "cleartool protect -chown User2 [type-selector]"
  The protect command generates an oplog entry even if the
  specified owner is already the owner.
