  problem description:
  When we write comments in a Job the JCL Editor shows that Ü or
  or ß is an error. Ä,ä, Ö and ö caused no problem for the editor.
  The Codepage Settings were UTF-8 for the Workspace and IBM-1141
  for the zOS_Host.

• The JCL lexer needs to add special handling for these characters
   to avoid triggering erroneous warnings.
