  * happened during a STOP RLIMIT command                        *
  ****************************************************************

  * Apply corrective PTF when available                          *
  ****************************************************************
  A STOP RLIMIT command was concurrently running with a START
  RLIMIT or STOP RLIMIT command. The STOP RLIMIT failed with
  abend ABEND0C4 in DSN9SCNF + '00678'X.
  When the STOP RLIMIT is concurrently running  with a START/STOP
  RLIMIT command. There is a time window that the concurrent
  START/STOP RLIMIT command has held the resource latch but
  has not set the holder. At that time, the STOP RLIMIT comes in
  and fails to get the latch as expected but does not issue error
  message DSNT729I as the holder is empty. Then the abend will
  happen.

Problem conclusion

• Db2 code has been changed to issue DSNT729I - START OR STOP
  RLIMIT COMMAND IS ALREADY IN-PROGRESS correctly when the STOP
  or START RLIMIT command fails to get the latch and could not
  know the holder.
