• Configuration commands issued against multiple objects may
  fail or indicate success without making update.
  

Local fix

• Retry "dscontrol manager quiesce" command.

  Configuration updates csn be performed against multiple
  objects.
  Examples:
  dscontrol rule add
  cluster1+cluster2+cluster3@port1+port2+port3@rule1 type true
  priority 10
  dscontrol man quiesce @@server1
  When configuration changes are made against multiple objects
  and the manager is running, the modified object may be
  overwritten by the managers copy of the object.
  

Problem conclusion

• This was a concurrency issue. Code was modified to prevent
  multiple different copies of an object from existing.
