Error description

• A restarting member detected an error (highest partition number
  of the last DBET entry > highest partition number of the whole
  object) in DBET control structure during notify exit in data
  sharing environment because some residual DBET statuses did not
  shrink.  ABEND04E in DSNIDBGN ERQUAL5010 during normal restart
  occurs.                                                 (d96115)

Local fix

• No bypass is needed because DBET will shrink the residual DBET
  entries after RESTART is completed.
