Error description

• After a customer sets a JVM custom property
  websphere.workspace.root to change the location of the WSTEMP
  directory, they create a new security domain and they see this
  error in the  Admin Console:
  
  CWWIM5045E The
  C:\IBM\WebSphere85\AppServer\profileTemplates\default\documents\
  config\cells\BaseApplicationServerCell\wim\config\authz\access_c
  ontrol-xacml-2.0-context-schema-os.xsd file could not be found.

Problem summary

  After setting the websphere.workspace.root JVM property,
  creating a new security domain fails with CWWIM5045E.
  

Problem conclusion

• The websphere.workspace.root JVM property no longer causes a
  file not found exception when creating a new security domain.
  The fix for this APAR is currently targeted for inclusion in
  fix pack 8.5.5.16 and 9.0.5.1.  Please refer to the Recommended
