Error description

Local fix
Issue wctcmd.bat command from <WCT_ROOT> directory. e.g. c:\>cd "C:\Program Files\IBM\WebSphere\Toolbox\WCT\" c:\Program Files\IBM\WebSphere\Toolbox\WCT\>wctcmd.bat" -tool pct -listDefinitions -defLocName WebServerPlugins
Problem summary

Problem conclusion
