Problem summary

    * USERS AFFECTED: Users of the z/OS XL C/C++ V2R3M1 compiler.  *
    ****************************************************************
    * PROBLEM DESCRIPTION: Invoking the link step using            *
    *                      xlclang/xlclang++ commands produces a   *
    *                      binder error for even a simple "Hello   *
    *                      World" program.                         *
    ****************************************************************
    * RECOMMENDATION: Install the PTF.                             *
    ****************************************************************
    CONCLUSION: The default configuration file used by the
    xlclang/xlclang++ commands has incorrectly defined libraries
    attribute which causes mixing of options and files on the
    command line that invokes the link step. By default the link
    step is invoked in a POSIX compliant manner which does not
    allow mixing options and files on the command line.
