Error description

• When syncreplica import processes a packet that was created
  using the "-endrange" argument AND the packet is not intended
  for a replica on the local host, it deletes the packet.
  
  A packet intended for the same VOB replica, but created WITHOUT
  "-endrange" will be not be deleted, but the warning will be
  logged that the packet is "not applicable to any local VOB
  replicas"
  

Local fix

• If a packet is deleted this way, it can be recreated at the
  source replica
