• When running a changelog command as part of the quiet period
  step, no arguments are provided for the -s flag. As a result,
  the quiet period step will fail with an error similar to the
  following:
  
  Options with a variable number of arguments require at least one
  argument.
  -s has no arguments.
  Could Not Parse Command Line
  

Local fix

• Skip pre-processing via project template settings.
