PH10787: IF ENVIRONMENTS ARE PROVISIONED FROM BPD ,WHEN DEPLOYMENT IS CANCELLED TOKEN LICENSES ARE NOT GETTING RELEASED BY AGENTS.

Error description

• If Environments are provisioned from BPD ,when deployment is
  cancelled ,component process still running without getting
  cancelled hence token licenses are not getting released by
  agents.
  
  Steps to Reproduce:
  
  1 - Order BPD to provide an environment with 8 virtual machines
  2 - Wait create machines by BPD, install the UCD agents and
  start to deploy some application
  3 - Before finishing the process, cancel the process
  4 - Take a look at agent screen to confirm that the agents were
  created and are using licenses (licensed = true)
  5- Wait at least 15 minutes (UCD lingertime) and confirm that
  licenses still locked by agents.
  
  PS - Even after the agents were offline, the license remained
  locked
