  PBG table is about to extend a new partition. The dataset is
  defined with 4G DSSIZE, SECQTY -1 and Non-EA attributes:

  For a DSSIZE 4G partition, the size is not necessarily on a
  physical allocation unit boundary. DFSMS extend may request
  more space to accommodate 4GB.  If the data set is not EA
  enabled, extend will fail with MSGIEC070I RC034.
  

Problem conclusion

• The extend size is reduced based on physical allocation unit to
  avoid extend failure with MSGIEC070I RC034.
