  containing tables that have VALUE clauses
  
  PROBLEM DESCRIPTION: Compiler abend with message
  MSGIGYCB7104-U Internal error while
  compiling function 'XXXXX'. Failed
  assertion
  on../../trwcode/optimizer/analyses/COB

  LUseBeforeSet.cpp:545. Compilation
  terminated.
  
  RECOMMENDATION TO CUSTOMER: Apply the provided PTF
  
  PROBLEM SUMMARY: The compiler was attempting to see if a group
  item was
  initialized due to all its component items being initialized,
  but it was not considering tables that were initialized through
  a VALUE clause, causing the compiler's internal state to become
  inaccurate.
  
  CONCLUSION: The compiler was fixed to consider tables
  initialized through a
