• Closed as program error.

Error description

• Setting JAVA_OPTIONS with arguments like -Dhbr.xutype="zRule
  Execution Server" will fail even when values with spaces are
  quoted.
  

Local fix

• Do not use values with spaces for JAVA_OPTIONS, for example
  -Dhbr.xutype="zRES"
  or  -Dhbr.xutype="zRuleExecutionServer"
