PH06765: API USER ROLE DOES NOT GET REST API DOMAINS OUTPUT DATA WHEN DOMAIN SECURITY IS ENABLED

Error description

• STEPS TO REPRODUCE:
  - Enable RTCP domain security
  - Create three users then give one user the User role, the other
  one API User role and the last one Admin role.
  - Use the REST API /RTCP/api/domains with each of the user. You
  will need to obtain the proper Authorization token first :

  EXPECTED BEHAVIOR :
  Domains are returned.
  
  ACTUAL BEHAVIOR :
  The domains are returned for User and Admin role but not with
  the API User role. Instead, you get a 200 response code and the
  response content is empty.
