  on AIX fail with the following errors:

  java.lang.UnsatisfiedLinkError: rcl_rational (Not found in
  java.library.path)
  and the warning:
  com.ghc.licence.FloatingAgentEntitlement$LicenseForApplicationTy
  pe tryAcquire
  WARNING: Unable to aquire license
