PH01270: ABEND0C4 RC00000038 ON DSNB1NLC OFFSET X'29A' DURING REORG RUNNING AGAINST A PARTITIONED-BY-GROWTH (PBG) TABLESPACE.

Error description

• It is a PBG tablespace. During REORG SHRLEVEL CHANGE job running
  on it, a new partition 21 was created by REORG as shown in
  message DSNU2910I. The abend0C4 is because DSNB1NLC tried to
  access the the control block of partition 21 in source
  tablepsace which has not been physically opened yet.

  User ran a REORG TABLESPACE SHRLEVEL CHANGE against a PBG table
  space which had new partitions grown during the utility
  execution.  During the LOG phase, REORG failed with ABENDS0C4
  in DSNB1NLC + x'029A' when trying to access a control block
  that did not exist and ended up examining low core storage.
  
  The reported problem is caused by newly grown PBG partitions
  that have not been physically opened before an internal
  control structure related to page set open information is
  referenced by the REORG utility in the LOG phase.
  

Problem conclusion

• Code has been modified to ensure that the target page set
  referenced by the REORG utility is physically opened before
  the aforementioned control structure is referenced.
