  ANONYMOUSLEVEL 3 and ANONYMOUSFILETYPEJES FALSE are set, or

Problem conclusion

• IBM suggests that ANONYMOUSLEVEL be set to 3 and
  ANONYMOUSFILETYPEJES be set to FALSE when ANONYMOUS is
  configured
  on the FTP server. Specifying ANONYMOUSLEVEL less than 3 or
  ANONYMOUSFILETYPEJES TRUE allows anonymous users to submit jobs.
