  The Inquisitor Import does validate the header record of
  an input file and once that is satisfied, it ignores any
  records that it does not understand. This design allows it to
  process files that contain new extension records even when it
  is not at the latest level of maintenance. It is possible
  however under some file transmission settings for the
  header to remain valid while the rest of the file is
  invalid because of unrecognized code page points.
  

Problem conclusion

• The Inquisitor Import has been modified to stop processing with
  a clear error message and high return code when encountering
  read errors in unzipping a file, for example read errors that
  are issued due to unrecognized code points. The Inquisitor
  Import will continue to ignore records that it does not
  understand but are otherwise valid in the sense that they do
  not cause unzipping or other read errors.
  A similar modification has been done to the Usage Import
  to avoid future problems.
