Error description

• In a multiple IP-Stack environment with RACF protection for some
  of them, INGALERT's internal call to INGPYXSR can result in
  ICH408I messages.

  When trying to discover the hostname, SA z/OS should avoid
  ICH408I messages by honoring the 'primary IP stack' when
  possible.

• New REXX macro AOFC0261 has been created to use the SOCKET
  function in order to discover the hostname. This function
  honors the 'primary IP stack' in a multi TCP/IP-Stack
  environment.
  REXX parts INGRALRT, INGRXVPI and INGRYDLA have been modified
  to use new REXX macro AOFC0261.
