    "real" date from PR/SM instead of the z/OS date when a z/OS LPAR
    is deliberately IPLed with a displaced date.

    *                      with a future date, UMON and IQ data    *
    *                      continue to report software asset       *
    *                      status using the z/OS date and time,    *
    *                      thereby giving a distorted view of      *
    *                      software status and usage.              *

    * RECOMMENDATION:                                              *

    Usage Monitor and Inquisitor components always use the z/OS
    local date and time when time-stamping collected data, even
    when this is significantly different from the date and time
    as known by PR/SM. There is no provision for using the hardware
    or hypervisor date and time instead of the z/OS date and time.
    

Problem conclusion

  • A new HOF 'Y' or 'N' setting is added to the Usage Monitor.
    HOF(N) is the default and requests existing behaviour.
    HOF(Y) requests the new function of adjusting time-stamps in
    collected data by subtracting the STCK offset value in SMF type
    89 record field SMF89HOF from the local z/OS date and time.
    
    For the Usage Monitor the new function is implemented by the
    writer task at switch time. The Inquisitor programs HSIPINQ and
    HSIXINQ will implement the new function based on the most recent
    Usage Monitor HOF setting on the system.
    
    Data written out before the Usage Monitor has detected an SMF
    type 89 record will be consistent with the HOF(N) setting.

    |     is subtracted from z/OS local time to form the           |
    |     collected timestamp values.                              |

    |     For Usage Monitor data, the HOF setting at the time      |
    |     that the writer task is attached after the closure       |
    |     (or switch) of a collection repository is used.          |
    |                                                              |
    |     For Inquisitor data, the HOF setting active at the       |
    |     time of Inquisitor program initialization is used.       |
    |                                                              |
    |     HOF(Y) will not cause any change to data timestamp       |
    |     values unless the Usage Monitor has processed a          |
    |     type 89 SMF record. For this to occur, SMF parameter     |
    |     settings must specify the collection of type 89          |
    |     records, and at least one SMF interval must have         |
    |     ended while the Usage Monitor is active before           |
    |     output file data generation commences.                   |
    |                                                              |
    |     If the Usage Monitor has been stopped before an          |
    |     Inquisitor scan commences, the Inquisitor program        |
    |     will use the HOF status current at the time of           |
    |     Usage Monitor termination.                               |
