Error description

• Added new CPC's to Policy and run INGAMS REFRESH to pick up the
  changes. The following errors occur:
  AOFA0000 Resolve error: No_HWOPER_task_defined
  AOF200I 10:38:22 : COMMAND INGRX830 FAILED. RECEIVED RETURN CODE
                     6 FROM INGHWCMD CPC300Z STATCOM
  There are enough HWOper's defined to handle the increase in
  CPC's.

  * PROBLEM DESCRIPTION: During SA agent startup or INGAMS       *
  *                      REFRESH processing, Clist INGRX830 may  *
  *                      fail with a return code 6. As a result, *
  *                      not all SA-BCPii connections to the     *
  *                      defined processors may become active,   *
  *                      or can be activated later by the        *
  *                      SA-BCPii connection monitor or the GDPS *
  *                      HMC monitor routine.                    *

  * RECOMMENDATION:                                              *

  Hardware validation and monitoring Clist INGRX830 fails with RC
  6. Required SA-BCPii connections may not be activated.
  

Problem conclusion

• HWOPER tasks, which are actually assigned to a processor are
  fully initialized, supernumerous defined HWOPER tasks are
  started, but remain uninitialized. In case of an INGAMS REFRESH
  that adds processors to the configuration, such available HWOPER
  tasks fail to be fully initialized. As a result, the SA-BCPii
  session initialization for one or multiple processors may not
  function as expected, although the number of HWOPERs matches the
  number of the defined processors + 1, which is the required
  HWOPER task count.
  
  The following clists have been changed to make sure the
  HWOPER tasks, that wait to be assigned for work, are now
  initialized correctly:
  
  - INGRX805: HWOPER task initial clist.
  - INGRX810: SA-BCPii front end command.
  - INGRVX80: HW validation HW command handler.
