LO93018: CONVERT -U BREAK THE FOLDER OF "SHARED, PRIVATE ON FIRST USE"

Error description

• Steps to reproduce
  
  1  Put  mail85.ntf  on Domino 9.0.x
  2. Create a mail database from mail85.ntf  on Domino 9.0
  3. Open the mail database by user who has administration or
  designer right with  Notes Client 8.5 and create a folder which
  is "shared, private on first use" on the database.
  4. Open the mail database again by Notes client 8.5 and access
  the folder , you can see private folder was created (you can
  check it exactly by IBM Domino Designer)
  4. Perform "load convert -u the maildabase * mail9.ntf" on
  server console to upgrade the template and folder design to
  mail9 template.
  5. Open the database and check the folder Notes 9.0x. you can
  see the design of the folder was not upgraded.
  6. Delete the private folder and access the the folder again.
  7. We confirmed the design of the folder was upgraded but new
  private folder is not created(We can confirm it by IBM Domino
  Designer).
      It mean  that the folder of "shared, private on first use"
  was broken by convert -u
  
  The folder of "shared, desktop private on first use" is also
  reproduced.
