Error description

• Compiling the provided test case hangs with -O3.

Problem summary

• PROBLEM DESCRIPTION: Compiling user programs containing
  consecutive MEM_DELAY directives with -O3 hangs during
  compilation.
  
  USERS AFFECTED: Fortran programs containing consecutive
  MEM_DELAY directives and compiles at -O3.
  

Problem conclusion

• Added the code to handle the consecutive calls to mem_dealy to
  avoid the splitting of them during loop distribution.
  problem is fixed.
