  You can safely ignore this error.
  

Local fix

• If you want workaround the issue you can edit the
  /BAW_INSTALL_ROOT/BPM/navigator/lib/db2jcc4.jar:
  Edit the MANIFEST.MF file, and remove this line:
  Class-Path:pdq.jar
  and restart the server.
  

Problem summary

• You receive this error because the IBM Content Navigator library
   contains the IBM Db2 db2jcc.jar driver .jar file, which
  requires the pdq.jar file in its manifest file, but the pdq.jar
  file is not in the library.
  

Problem conclusion

• A fix that removes the pdq.jar file dependency in the manifest
  file of the jdb2jcc.jar file will be included in a future
  release of Business Automation Workflow.
