Error description
Search-config-ext is a project for storing extension/overriding configurations in files like x-schema.xml, depending on how you want to modify the default configurations. However, we also keep some default configurations inside these files in search-config-ext project, which means that we have dependencies that could be lost if user isn't tracking changes that are being made. In general, we should avoid including any default configurations inside of these extension files so that only customizations are included and version controlled for extension projects like this.
Local fix
Put search-config-ext into source repository and inject the content into CI/CD pipeline to build the customized docker container.

USERS AFFECTED: WebSphere Commerce V9 customization developers PROBLEM ABSTRACT: Default configurations stored in project reserved for custom code (search-config-ext). BUSINESS IMPACT: Customization developers who didn't put search-config-ext project into source repository might not be able start search server properly. RECOMMENDATION:
