  indicates that you can export both process apps and toolkit
  snapshots:
  
  "This command creates a generic install package (.zip file) for
  a process application or toolkit snapshot. The generic install
  package is not targeted at any specific process server."
  
  However, when you run the command by using a toolkit's
  parameters, you get the following error:
  
  java.lang.Exception: java.lang.Exception: A request was made to
  install the "test" toolkit snapshot, which is not supported.
  Only snapshots from process applications can be installed on a
  server.
  
  You receive this error because you should not run the
  BPMExportInstallPackage command on a toolkit snapshot.
