JR60091: Ability to configure the decrement of inventory on order placement.

Error description

• When shopper submits an order, the ProcessOrder command raises
  an 'Order Submit' event and then immediately returns successful
  order confirmation. The 'Order Submit' event is processed
  asynchronously by a scheduler job. An 'Order Submit' event
  transfers the order to an external OMS system. After successful
  order transfer, it decrements inventory.
  
  However, more control is required and the inventory should be
  able to be decremented at the time of order submission instead
  of waiting for 'Order Submit'.

• A new configurable option has been added to decrement inventory
  when order is placed (the 5th bit of the INVCNF.FLAGS needs to
  be set)
