Error description

• Unable to connect to the staging or authoring environment with
  the production environment, so business users cannot export
  customer segment information from the production environment.

• USERS AFFECTED:
  WebSphere Commerce V8 administrator who wants to export the
  customer segment data from production to staging.
  
  PROBLEM ABSTRACT:
  onStagingServer default value incorrect
  
  BUSINESS IMPACT:
  Customer cannot export the customer segment data from the
  production environment.
  
  RECOMMENDATION:
  

Problem conclusion

• By default set onstagingServer to 1.
  
  onStagingServer is a parameter that was set to false by default
  which prevented it to connect correctly.
  
  Work around: set onstagingserver using default property in
  CMDREG.
  For example:
