Error description

• After you upgrade IBM Business Process Manager (BPM) to the
  latest cumulative fix, the deployment manager doesn't start. In
  the bootstrapProcesServerData.log log file on the deployment
  manager, you find an error like this:

Local fix

Problem summary

• The first time the deployment manager starts after you upgrade
  to a new cumulative fix, the system toolkits are imported. Under
   certain conditions, the deployment manager doesn't start
  because of incorrect logic: an internal check requires access to
   runtime classes that are available only on an application
  cluster member.
  

Problem conclusion

• A fix that corrects the logic of an internal check will be
  included in the next cumulative fix for IBM BPM V8.6.
