JR57284: Provide an option to disable indexing from actions performed in Management Center

APAR status

• Closed as program error.

Error description

• UpdateSearchIndex job might fail if multiple users approve
  workspace changes within a short enough time frame because only
  one index update job is allowed to run at the same time. The
  purpose of this APAR is to add an option to disable indexing
  from workspaces, thus allowing users to manage index updates
  themselves.
  

Local fix

• Business users can approve workspace changes in sequence instead
   of approving in parallel.

Problem conclusion

• A configurable option, DisableIndexBuildFromCMC, is added to the
   Catalog component's wc-component.xml file on the WC server. By
  setting this option to "true", re-indexing will be disabled from
   the Management Center for the following cases:
  1. Store preview
  2. Show facets
  3. Task group commit and approval
