Error description

• Using Quick Publish results in a SQL exception similar to the
  following when non-escaped special characters (such as an
  apostrophe) exist in the e-Marketing Spot name:
  com.ibm.commerce.context.content.resources.exception.ResourceExc
  eption:
  com.ibm.db2.jcc.am.SqlSyntaxErrorException: DB2 SQL Error:
  SQLCODE=-10,
  SQLSTATE=42603, SQLERRMC='), DRIVER=4.19.26
  
  The invalidation query for inserting an entry into the CACHEIVL
  table does not automatically escape these special characters.

  out changes related to e-Marketing Spots.
