When a RollbackException, which is caused by a participant of a distributed transaction, occurs at the second stage of the transaction commitment, the SCA transaction handler considers the situation like a non-synchronized state of the distributed transaction and continues without throwing any exception although you expect to see the ServiceRuntimeException.
