JR56902: JCA Email adapter does not send emails if only cc or bcc fields are entered

APAR status

• Closed as program error.

Error description

• By default, to send an email, there must be a recipient in the
  'To' field. If there is no entry in the 'To' field but there are
   entries in the 'CC' or 'BCC' fields, then the email is not
  sent.
  

Local fix

• Add an email address in the transport configuration for the
  To/Recipient field.
