JR56873: Management Center 'Click-to-edit' function in Store preview does not work properly

Error description

• The Click-to-edit function in Store preview does not work all
  the time. Particularly, click-to-edit function fails to open the
   properties view of the business object in the Management Center
   tooling when the click-to-edit link is invoked on an object
  within the search result page.
  
  Typical scenario to reproduce issue:
  -Access any Management Center tool, for example, Catalogs tool
  -Search for an object (for example, a catalog entry) - search
  result page displays list showing objects
  -Select "Show Page Information" on the top of the page
  -Access the click-to-edit link on one of the catalog entry
  objects returned back from the search result
  Result: Properties view of the catalog entry fails to display in
   Catalogs tool

  User cannot always rely on the click-to-edit function in store
  preview, thereby, making it harder to access the objects they
  wish to open from store preview.
  
  RECOMMENDATION:
  

Problem conclusion

• Modified ActionManager.xml to check for the case when stores
  might not have been loaded, which causes click-to-edit not to
  work properly. Included logic so that when store objects are
  missing, all stores are loaded so that the click-to-edit
  function can use the proper store.
