Error description

• When SynchronizeProductAvailabilityCtrlCmdImpl is executed, the
  command inserts a default quantity of measure 'C62' into
  INVENTORY if the record did not previously exist.
  
  The expectation is that
  SynchronizeProductAvailabilityCtrlCmdImpl would use the
  QUANTITYMEASURE of the corresponding CATENTSHIP record.

Problem conclusion

• When a new Inventory record is created, updated the logic so
  that the QUANTITYMEASURE value is taken from CATENTSHIP table.
