JR56357: The PropertyListCheckbox option on custom Management Center pages do not hold the correct state of the checkbox

Error description

• On a custom Management Center page, the PropertyListCheckbox
  option, which uses userData fields, does not stay checked after
  the page is refreshed. The box will become empty although the
  database shows that the property was selected and is in use.

  RECOMMENDATION:
  

Problem conclusion

• The userData field was being reset to blank after refresh, but
  this caused the property value to be labelled as corrupt or
  "dirty".
  
  Updated logic to avoid the dirty flag on this property unless
  the user clicks the checkbox specifically.
