JR56292: Failing to load a promotion in StorePathSupportedAgendaBuilder might prevent other promotions from being loaded

Error description

• If the StorePathSupportedAgendaBuilder fails to load a
  promotion, other non-problematic promotions might not get
  loaded.
  
  An error message similar to the following displays when loading
  fails due to an invalid XML character in the xmlparam.
  
  SystemErr     R   [Fatal Error] :1:
  4215: An invalid XML character (Unicode: 0x1) was found in the
  element content of the document.
  

Local fix

• Remove any invalid characters in PX_PROMOTION table.
  

Problem summary

• USERS AFFECTED:
  WebSphere Commerce Version 7 or Version 8 environments that use
  StorePathSupportedAgendaBuilder.
  
  PROBLEM ABSTRACT:
  Failing to load a promotion in StorePathSupportedAgendaBuilder
  might prevent other promotions from being loaded
  
  BUSINESS IMPACT:
  The business user might see that the promotions are activated in
   Management Center, but the promotion content does not load.
  
  RECOMMENDATION:
  

Problem conclusion

• Code for loading promotions in StorePathSupportedAgendaBuilder
  was updated to skip problematic promotions and resume loading
  the remainder of the promotions. Problematic promotions are
  logged in  SystemOut.log.
