When custom promotion error messages are triggered and displayed in the storefront, the locale of the error message is dependent on the JVM language setting and not the selected storefront language setting.

USERS AFFECTED: WebSphere Commerce V7 and V8 customers who support multiple languages at their storefront and make use of promotion code based promotions. PROBLEM ABSTRACT: Customized promotion code error messages do not appear in the correct language. BUSINESS IMPACT: Shoppers might not understand the promotion code error messages that are displayed. The language to be used for display is now taken from the command context (i.e. shopper's language) instead of from the JVM.
