  This issue occurs because there is a missing FileSystem
  declaration in the <WC_eardir>/xml/config/FileSystem.xml and
  <WC_eardir>/xml/config/FTP.xml files.

Local fix

Problem summary

• USERS AFFECTED:
  WebSphere Commerce Version 8 environments on Fix Pack 5 and
  earlier.
  
  PROBLEM ABSTRACT:
  NullPointerException during Quick Publish
  
  BUSINESS IMPACT:
  Cannot use the Quick Publish option to push static assets into
  production system.
  
  RECOMMENDATION:
  

Problem conclusion

• Updated the FTP.xml and FileSystem.xml file to add the missing
  elements for production systems.
