JR55187: 401 errors when the user activity cookie times out

Error description

• If a shopper's user activity cookie times out, you might see the
  following error in the logs on every subsequent REST request:
  
  status = 401
  {"errors":[{"errorParameters":"","errorCode":"CWXFR0223E","error
  Key":"ERR_COOKIE_EXPIRED","errorMessage":"CWXFR0223E: The user
  activity cookie is expired."}]}
  
  Since this happens on every subsequent request, shoppers cannot
  complete an action that involves REST calls, including login or
  logout. Shoppers need to clear the cookies in the browser to
  continue browsing the store.

  BUSINESS IMPACT:
  When updateCookie=true, and the cookie is expired, the shopper
  cannot complete any REST action without cleaning the cookies.
  
  RECOMMENDATION:
  

Problem conclusion

• Updated logic:
  When updateCookie=true is passed in and the request is
  loginidentity or guestidentity, ignore the cookie timeout and
  remove the cookies after a successful login.
