Error description

• If you applied the cumulative iFix JR53048, which includes APAR
  JR48039, then you notice that discounted promotional prices are
  incorrectly displayed on Product display pages, even when the
  "includePublicCodePromotions" flag in the
  PromotionalPriceDataBean is set to "false".
  
  The issue occurs because the promotion code condition checker is
   not evaluated when the "includePublicCodePromotions" flag is
  set to false.

Problem conclusion

• Code logic for whether to by-pass the validation for promotion
  codes is fixed so that the by-pass only occurs when the
  following condition is met:
  The "includePublicCodePromotions" boolean flag is set to "true"
  AND the promotion engine is invoked under simulated mode
  (isUnderSimulatedPromotionEvaluationMode=true).
