JR54675: Character encoding reverts back to default setting

APAR status

• Closed as program error.

Error description

• When you run utilities, the character encoding of configuration
  files (such as wc-server.xml or instance.xml) switch back to the
   default value if you set a different encoding method.
  
  For example, for runtime environments, the default character
  encoding is ISO-8559-1. If you manually change the encoding to
  UTF-8, and then run the MigrateEncryptedInfo utility, the
  encoding is switched back to ISO-8559-1.

  Administrators need to continuously change the character

Problem conclusion

• Code was updated to read the encoding in the configuration file,
   and use the appropriate encoding instead of the default value.
