JR54411: Provides a new service and API to return catalog entry's attributes by names

Error description

• Before Promotion calls a catalog service to return all
  attributes of a SKU. This has performance issue when there are
  lots of attributes. The new service and API only return the
  attributes by specified attribute names. The API also remove the
   overhead of the Web Service and DSL framework to further
  improve performance.

Problem conclusion

• The new service and API only return the attributes by specified

  Promotion component will cal this new APIs to improve
  performance of evaluate attribute based promotion during
  ordering.
